Skype and VB.net (ASP.Net)

I am working on a project that needs the capability to make a SkypeOut
call. The user will create an event record in a web form and another
application on the server will take the event datetime and make the
SkypeOut call and play a wav file or use SpeechAPI to "speak" a message
at the time entered to the number entered.

Anyone done this before or have any info on how this can be done?
