How and where can I kill SyncCenter and keep it from coming on when I boot?
More background junk that I do not need.
Specifically what do I look for.
I used MSConfig to check startup and service but did not recognize it.
Thanks.

Look in Admin Tools - Services.

According to Sync Center Help File in FAQ section, you can not disable or
stop Sync Center.
