simple file sharing

I recently removed all users from administrator accounts
on a Window XP Home Edition. Since then there are many
programs unuseable to the other users. When I shitched
the accounts it was to prevent program loading and
tampering with other peoples profiles by others. I did
not want to stop there use of sharing programs. Is there
a way to get simple file sharing to work?
