Sidebar Gadgets - Top Justified Only?

If I have 4 gadgets in the side bar, the want to stay vertically high in the
sidebar. Can I position them lower, like down towards the package tray?

Also, any security risks by having these feeds, new, weather, stocks, etc?

No, not unless you minimize the entire Sidebar.
