Shy Inverted Commas Causing Angst

Greetings,

I am breaking in a new computer and have a problem, particularly in Word,
but not isolated to it, which involves the key that provides the inverted
comma character. When I type it it doesn't appear and the cursor doesn't
advance. However, when I type the next character, there appears one of the
foreign characters that normally require access to the character set to use.
To get the right character on screen, I need to hit "space". This advances
the cursor, revealing the desired inverted comma or the alternate character
on that key.

Now, I'm ashamed to say I had this problem arise with a previous computer
and no way can I resurrect the solution that fixed the problem. Memory is a
fickle beast. I'm hoping you can suggest the cure.

Select the "US International" keyboard in the Control Panel /
Regional Options.

The cure for the character problem or for the memory issue? :) Sorry I
just don't remember, but I'm sure someone will jump in to help.

Well see the outlay of your Keyboard and the settings in the Control
panel.
To do that, Click Start >> click Control Panel >> Double click Printer and
other Hardware.
On the new window click on the Keyboard and see the settings there.
Also see your Keyboard language settings in control panel by clicking on
Date,Time,language,and regional options.
On the Regional and language Options click on Languages Tab and under this
option:
Text services and Input languages:
To view or changes ...........Blah,Blah... click On [Details..] Button.
There see your Keyboard setting to what language?.
Or reinstall the driver for the keyboard or try to remove it from the
Device
manager and restart your computer and it will install the driver for it.
