Shutting down Windows XP

After hitting "turn off computer" button, windows goes through process of shutting down, then reboots. I have to
override by holding down off switch.
 
my p.c. dont turn off and y need to disconect from the electricity what is the causefor this problem ?
 
more specific information is needed before you can get any advice that would do any good.
Do you get an error message? what, exactly, happens when you try to turn off your computer
By "disconnect from the electricity, do you mean you have to press the POWER button on you CPU, or do you need to unplug your computer

Also, it's best to post your question as "new" topic", rather than asking a question on the tail of a response to someone else's question.
