Although the article refers to XP, it is equally applicable to Windows 2000

"Shutdown time" is not an adjustable parameter. This time it takes to
shutdown is determined by what service need to be stopped, parameters
saved etc. between the time the shutdown is initiated and shutdown is
complete. I suggest you re-ask your question and describe what you want
to accomplish instead of saying "make shutdown longer" so someone can
suggest a method doing this.
