shutdown problem

i have installed a win98 and winxp making dual boot .when i shutdown from
windowsxp ,the computer restarts instead of shutdown while from win98 the
computer shutsdown clean.what must be the reason for it and how can i
overcome it. can anyone help.? thank in advance.

Does the XP machine shut down properly in safe mode? If so, use msconfig to
remove third party apps until you narrow it down:
