Shutdown Problem or not

Hi

Having a problem with a Users machine, where they go to shutdown at
the end of the day by doing the usual, clicking on start and selecting
shutdown. This does nothing.

Now if they press ctrl-alt-delete, the lock computer screen comes up
with the username displayed. They enter their password and you get a
normal desktop screen. When they select start and then shutdown, the
machine shuts down properly.

This is happening in not just our department but other departments
throughout the organisation.

Perhaps you disabled the users' abilities to Shut Down via the policy editor?
