Shutdown Image

On Windows 2000, I cannot figure out how to change the
shutdown image. On Windows 95/98 this is easy to do but I
cannot figure it on on Win2k.

I need to change the SHUTDOWN background img on Windows
2000.

Any help would be greatly appreciated.
