paging file in windows 2000

I have a computer with windows 2000 where it is set to clear the paging
file on shutdown and set it back to its default size (1.5 times the
amount of RAM I have, which is 256MB). What do I change so it does not
clear the paging file on shutdown?

In the article, it says to change the value to 1 so that it does clear
the paging file. So if I want to have it not get cleared on shutdown,
does that mean I need to set the value to 0?
