shutdown and restarting problems

ok ive got a unique situation i think ive looked over all the replys to
oprevious statements on the issue checked out all the sites recomended
but cant seem to figure it out my problem is i have to click shutdown
and restart 2 times before it even does ne thing if i click them 1 time
nothing happenes but the second time kills it very fast within a second
is there ne 1 that can help me id apreciate it ty

Could I suggest that 1 click actually is sufficient, and that it might
be taking a little time to shut down.

For example, have you got Norton Antivirus/etc installed - that's a
bugger of software for Windows to close when you want to shutdown.

And of course you should make sure that your computer is
virus/malware-free since malware is a prime cause of shutdown problems:
