'shut down' menu item missing in task manager

It's a different problem. when I go to task manager, (where you can view
applications processes performance networking users).

from the menu bar the item 'shut down' is missing. the other items (file,
options, view and help are there but not "shut down"

how do i get the "shut down" menu item back?

Just added NoClose and set it to 1.

NoClose removes access to Stand By, Hibernate, Turn Off, Restart and Log
Off (User Name) from the Shut Down menu in Task Manager, but leaves the
menu.

I honestly do not know.
