Show hidden files and folders

I want to set "Show hidden files and folders" from
Folder Options -> View.
I choose it and I press OK (or Apply & OK) but nothing
will be happen, without any error message or anything else.
When I open Folder Options again I see that
"Do not show hidden files and folders" is set as previous.
This isn't an accessibility problem because I do this
operation with an administrator ID.
Please note that I don't need to see protected operating
systems files ("Hide protected operating systems files (Recommended)").
But I want to see normal hidden files and folders.
And also I know about attrib command. I would like to know
what's the problem.

the registry entry for this is here

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Advanced\hidden

value 0 hide or 1 show

check the permissions set for that key

I do that, again without any effect on explorer :-(
But when I set its value to 1 and open Folder Options
neither of two options is selected: Both of "Do not show..." & "Show
hidden..."
are not selected and both of them have an empty redio button at left!
