show another picture at background when press "ctrl + alt + del"

hi all,
thanks for you reading this message.
really need your expert to solve this issue.
the issue is show another picture at background when press "ctrl + alt +
del" or login to windwos.
actually this computer is in network domain and we have limit user access
right to change the desktop wallpaper or background. we set the default
background is blue screen.
so, how do we change the background picture back to default screen?
