ctrl+alt+del

Hi, hope someone can help,when i press ctrl+alt+del to close a running a background process i get the window but nothing is showing.i am the sole admin.This is driving me mad!
 
When task manager opens up, double click the edge (border) of it and the
rest should come back.
 
Double click on the border of the window.
