Should I or Could I change my IDE connections?

Here is my current setup:

(Not sure what is primary IDE vs Secondary IDE)

IDE #1
------
Master = DVD-ROM
Slave = DVD-RW (Burner)

IDE #2
------
Master = 40GB HD
Slave = 120GB Western Digital SE HD

Should I or could I change this setup to get better performance? If
so how should I change things around and if I do change them will my
BIOS and/or Windows pick up the changes automatically?
