shortcuts on desktop

Double clicking or right clicking and opening shortcuts on the desktop no
longer brings me to the internet. The connection window opens and the
freezes. I am able to access the internet through menu buttons. So, the
connection to the internet is not the problem. Any ideas as to what is going
on?
