Shortcut

I installed new software. As I was logged in, I dragged the icon for the new
program to the desktop.

Now, when other users in my family attempt to use that program, it no longer
shows up in the ALL PROGRAMS menu, nor does the shortcut that is on my
desktop, show up on theirs.

How can I make them a shortcut for their desktop and/or allow them to access
the program?

It sounds as if you moved the shortcut instead of copying it.

Copy the shortcut on your desktop and paste it into the
following folder or one of its subfolders:

C:\Documents and Settings\All Users\Start Menu\Programs

You can also paste it here:
C:\Documents and Settings\All Users\Desktop

Keep in mind that this procedure will only work if the
application has been configured to run under all the user
accounts that exist on your computer, not just the account of
the user who installed it.

I would imagine you could just right-drag & 'copy here' the shortcut into
the 'all users' start menu (right click the start button and 'choose explore
all users'.
