SHIFT+TAB (to tab backwards)

The SHIFT+TAB function is not working on my newly installed version of
Office. I am a student and have purchased the student version of Office
2003. I had installed this version on another computer and the SHIFT+TAB
function worked properly. I have 3 licenses with the student version, and
this is the 3rd, so I shouldn't have any issues there. But when I'm trying
to use the bullett and numbering they willnot indent with the next indented
list(either 1/a/i) or bullett indenting. And when I try to Tab backwards it
still tab's forward. Any ideas about what setting I don't have set correctly
or what I can do to change this issue. It makes typing lists and outlines
very difficult.

Tools>Autocorrect Options ...
Autoformat As You Type (tab)
Automatically as you type (section at bottom)
Set left- and first-indent with tabs and backspace (CHECK the box)
 
Goto TOOLS-->AUTO CORRECT OPTIONS.

Under the "AutoFormat as you Type" TAB check box second box under
"Automatically as you type" section.
