Shift key and Internet Explorer 6.00.2800.1123

Whenever I hold down the shift key and click a link, the new window pops up
like it should, but no page will load and the address will not show.
Whenever I press the stop button, it shows the no page found page and the
address of the link in the address bar. I can then hit enter and load the
page.
