ShellIcon Problem

I am having a problem logging on to the internet a second time. If I reboot the computer, I have no problem. When shutting down, a dialogue box appears advising to wait while "ShellIcon Hidden Window" is shutting down. This would appear to be the problem which is not allowing me to get onto the internet a second time. Any answers please.
