Error at Restart or Shutdown

When I restart or shutdown my computer the "Program Not Responding" box
appears and says "ShellIcon Hidden Window" End Program. Not only does it
delay the restart process I have no idea how to get rid of this. Does anyone
know how I can fix this problem?
