Shell Hardware Detection Service Problem

I am having a problem where when I enable "Shell Hardware Detection Service"
the computer hangs after the windows welcome login. It will show the
dekstop wallpaper for that user and will sit there for about a minute, then
will load. With this service off Windows loads normally. There are no
devices connected to the computer at that time.

System: Windows XP Home SP2
 
If you do not need the Shell Hardware Detection Service for anything listed
below, leave it disabled.
