Shared boarder in FP 2003

I had a shared boarder in a web site. For some reason it has disappeared.
When I click on the tools menu the shared boarder is grayed out.

But I have a boarder in front page, page view. It has text and a picture in
it. I changed the picture and it shows up in front page but it does not get
published to the web site. The old picture is still there so I must have a
shared boarder NO?

When I go to the code section it says
<meta name="Microsoft Border" content="none">

I had the same problem and figured out a fix. Go to top.htm in the _borders file. Switch to code mode and comment out the theme as in

<!--meta name="Microsoft Theme" content="journal 1000, default--

This seemed to work for me, although I can't say for sure why. Also, I don't seem to have lost anything in commenting out this line of code.

By Default it is turned off (in favor of Dynamic Web Templates)
Tools Page Options Authoring to turn them on
