Shared boarder not publishing

I am using FP2003. I have a shared border at the top with a nav-bar. All of my pages show the boarder in Frontpage. When I publish the site...nothing shows. In the top boarder I have an inported .SWF file and an add-in nav-bar by xara (all .gif ). I have tried everything that I know of..my host carries all of the FP2003 extensions. Can anyone help?

There are no FP3 SE only FP2 SE.
