Severe performance issue with win2k Professional

I'm having a very odd and recurring issue with my system.
If I attempt to copy, cut, paste, delete or rename a file it causes the system to freeze.
If I attempt to empty the recycle bin the system also hangs.

To make sure it wasn't covered by an existing patch I have installed SP4 and all current hotfixes.
I'm using the most current versions of my graphics and sound crad drivers.
I've tried cycling down the acceleration setting for the graphics card to see if this resolves the issue.
To further check if it was a driver issue I've booted the system into safe mode and still encountered the same issue.

To check if it was a disk issue ran scandisk on the harddrive which located no faults.
I've done a full virus scan with Norton antivirus 2003 defs from 05 dec 03

I'm running with a pentium 3 866 mhz
512 MB ram
80 GB harddrive
Soundblaster live! sound card (livewire 3)
ATI Radeon 7500 graphics card with 64 mb ram (catalyst 3.9)
Adaptec 2940 SCSI controller

I hope someone knows what I need to do to resolve this.
 
What are the settings for your swap file? Typically, it should be a minimum
of 2*RAM+2.

Also, are your SCSI devices properly terminated?

If you can collect a performance log (perfmon) while the
problem is occuring, it should give you a pretty good idea
of what's going on, and what process is causing the lock-
up!
