Setup Problems second request

A few days ago I tried to install a program and it failed to install
ever since that time when I try to install a different program the setup
brings up the setup screen of the failed program and I am unable to stop
this from happening. Is there a place that I can go to remove the setup
information so I can start fresh.

It has been suggested to delete Windows/Temp folder which I have
and no change also to try the Windows installer clean up utility once again
no help.
I also used the System Config Utility and checked Diagnostic Startup also no
help

There must be a registry entry that holds the key to my problem.

Hi Tom,

Turn off any anti-virus software and try again.

Just finished up removing everything with Anti-Virus turned off.
no change.

Maybe I am not deleting the proper temp folders.
I've been dealing with the following:
C:\Documents and Settings\Tom\Local Settings\Temp
C:\WINDOWS\Temp
