Setup Hangs During MS Me to XP Home Upgrade

I am attempting an upgrade to XP Home from MS Me. The
hardware is compliant with XP minimum specifications. I
purchased XP Home Upgrade and followed directions. But I
have not been able to complete the upgrade. The upgrade
hangs during "Finalizing Installation" at 27 minutes left
in the installation. The CPU usage moves to 100%. I have
attempted numerous work arounds including removing all
devices, cleaning up device conflicts in Device Manager,
ending all SVCHosts and monitoring software conflicts. I
also spent 2 hours with MS Tech Support only to find I now
need to purchase the additional full XP installation CD.
Are there any suggestions on how I should address
this?

Boot from XP CD, do a format and a clean install from the
XP CD, when prompted for a previous windows version,
insert your ME CD.

Unplug, remove, and/or disable any hardware that isn't required for the
installation. That includes opening the case and removing modem, sound card,
network card, and anything else you don't need. If those things are built
onto the motherboard, disable them in the bios. After the installation, you
can reinstall all the parts, and Windows should recognize them fine.
