Setup Freezes

I clean installed XP Professional and it was working fine. I downloaded new drivers for the mouse and rebooted and it hung up and mouse or keyboad froze. I re-booted several times and the same thing happened. I tried to reinstall XP but it gets to one of two points and freezes. What do I do? I can't find a way to reformat the drive or get rid of the driver that I downloaded. Thanks
 
Can you boot to Safe Mode, and load the last known good configuration? To
boot to Safe Mode, tap the F8 key after your system finishes displaying the
startup messages from the BIOS, but before the Windows logo appears.
