setup cannot find a previous version of windows

I get a screen that says it can't find a previous version
of windows near the beginning of the upgrade install. I
have received this error on two previous times when I
helped someone upgrade. If XP install can't find my
previous version, Windows ME working fine, then it
basically does a fresh install and all previously
installed programs and settings are hosed. How can I get
the install CD to realize that I have a complete
installed previous windows version. I am running FAT32
on the drive.

fixed it.

I manually started the setup while in a clean WinME boot. The XP CD didn't
autostart when inserted. All is OK. Works fine.
If you boot to the CD as indicated, then it may not find your old install
and will not migrate your apps and you will have to reinstall all.
