Setup cannot access Windows Installer components.

I have recently had to completely restore my computer.
The original operating system was ME and then I loaded XP
Professional. When I try to run dotnetfx.exe I get the
following message:
"Setup cannot access Windows Installer components. Setup
cannot continue."

In the log file this is a 4099 error.

I can see on Microsoft web pages that the 4099 error can
occur on install, but I have not seen anywhere that
describes how to fix this problem.

Can anyone help?

I got exactly the same problem this morning. Reboot does the trick for me.
