settings in xp

There is a setting in xp or maybe internet explorer that leaves the last
place or link visited highlighted with tiny dots that form a box around the
link. Someone helped me find this years ago. I had to do a reinstall and I
backed up everything but now xp says the file contains no data. So I am
looking for a lot of things. I have xp set in the classic windows mode. I
think it was xp because I remember other screens having the same effect.
It would even leave dots around an icon on the desktop.
