Setting up security in XP

I have been charged with the task of setting up security on an XP Home box
that is accessed by a father and his two children.

The father wants admin access and "normal" access for the kids. That part
is easy enough.

My question is how can I go about limiting access to certain
programs/folders/files?

Is it easy enough to set up Outlook/Outlook Express to deposit individual
emails into their own areas so they cannot see each others emails? Or
conversely is it also easy enough to set it up so all emails go into the one
place that each user can see regardless of who is signed on?

Any web tutorials on how all this can be achieved perhaps?

In XP Home Edition, the above procedure can only be performed in Safe mode.
Moreover, file & folder permissions are available only for NTFS partitions.

By default, Outlook Express stores mails in a per-user basis.
