User Settings and security

I want to have a user account for all three of my children, but it seems that
they have access to changing internet settings, deleting history files, etc.
Is there a way to set them all up so they can enjoy their own favorite
folders, wallpapers, files, etc. without having to worry about the internet?
My 15 year old has alredy figured out how to delete history, but I have been
able to track his whereabouts with the cookie settings I have set up. This
of course is all on my user account, so the securities are not as tight as I
would like them

You should configure your're children's profile as limited account, inside
Control Panel \ User Accounts.

Thank you, I have done that. But from what I can tell, they can still go
into internet options and change the setting while logged in their user
account

As far as your children are restricted accounts, they will only change
preference settings within their own profile in Internet Explorer, Desktop,
etc. but won't be able to change system-wide setting nor install programs;
those actions require administrative privileges.
I hope I have made myself quite clear. If not, please let me know.
