What do you mean by a "non-network" account as applying to Outlook?
BTW, no version of Outlook or Outlook EXPRESS is part of Windows.

Technically, OE is part of IE........not windows.

You can count on having Outlook Express available. However, Outlook - an
Office application - is not normally supplied with Windows. It might be
included with an "Office bundle" but is an "extra" that you may or may not
get on a new computer.
