Is there a good article on the strategy of setting up accounts in order to
make a computer or network more secure?

I don't mean how to create an account but the different types etc and their
groups.

The best place to find articles like that are on Microsoft's site. In
particular, TechNet is a fabulous resource. There is an amazing amount
of information, including best practices, security checklists; really
everything you would want to know about using Microsoft operating
systems.
