Setting up a Firewall

I have tried to set up a firewall with my ISP and
Microsoft but I just get a message that it can't be done
because Windows Management Instrumentation is not
working. Can I fix this myself or do I need to contact my
computer manufacturer (who won't answer the phone!)?
