Setting standard image desktop for all users

How do you set one bmp image as the desktop for all users when they log on.
I have been through the registry and saved an opening splash screen and have
the logon image for the administrator but whenever a user logs on, no desktop
image is displayed. Even under display properties it indicates "None" for
desktop image.

Whats up with that........?

Group Policy
User configuration > Administrative Templates > Desktop > Active Desktop
"Active Desktop Wallpaper"
You would also want to prevent them from changing the wallpaper
User configuration > Administrative Templates > Control Panel >Display
"Prevent changing wallpaper"
Or you can just lock out the display or the entire control panel if you wish
