We have calendars set up in public folders which are accessible for our staff
to create and edit appointments for physicians in our practice. Is there any
way to "lock" an appointment so that it can not be deleted by any user?

Instead of giving everyone "Editor" rights to the folder, you may want to
try giving them "Author" rights. This will allow them to only change/delete
their own entries not other folks.
