Setting Outlook 2003 as default mail client in Vista Business

Hello,
I'm having issues trying to set Outlook 2003 as the defalt email client.
When ever I click on a MAILTO: in IE7 I get upwards of 40+ IE windows popping
up and no Outlook screen to send email from. I've tried uninstalling and
reinstalling Office 2003, Detect and Repair within Outlook 2003 (which always
prompts me to make it default when I run the Detect and Repair but not when I
open the program). And of course, Outlook 2003 does NOT show up in the lit of
programs under the Default Programs control to set for email, just Windows
Mail. Is there any way around this other then just purchasing a copy of
Outlook 2007 which has none of these issues on my other Vista systems?

Already done. Same issues.
Doesn't show up in the list. Have even tried running as Administrator,
Launch Outlook 2003, reboot, then chck list and it still doesn't show.

Any other thoughts?
