setting a default newsreader...

I use a windows 2000 terminal server session and do not have Outlook
Express installed on this machine. How do I change the newsreader to Outlook
from Outlook Express??

Outlook doesn't have a news reader. It uses Outlook Express. You'll have to
use a browser for newsgroups.

I want access to msnews.microsoft.com where there are tons of available
newsgroups... including Visual Basic, NT, WIn98, Small business Server,
terminal services etc.. etc...

How would I access this?

Start here: http://search.support.microsoft.com/newsgroups/default.aspx

Or, better yet, download and install one of the many freeware newsreaders
like Xnews or Forte Agent.
