set up navigation structure

I just upgraded to 2003 version and I can't seem to set up the navigation
structure.. It was so easy in Front page 2002.
 
Insert> Web Component (new window) Component type= "Link Bars"
On the right "Bar based on Navigation..."

Have you enabled the Nav features in Tools Page Options Authoring
