set up loop back to preparing installation

Short and simple. Brand new computer using Intel Pentium D 840 3.2gb DT dual
core cpu and 512MB pc3200 DDR 400MHz ram.

Using my original Windows XP Pro Upgrade SP1 CD, after many attempts at
troubleshooting the hardware, I continually reboot to preparing installation,
which wants all the set up information.

I was able to get this installed in the very beginning, but due to other
problems on my network, I ended up changing settings in the registry and
wanted a clean install.

After I kept getting this endless loop, I tried low level formatting my
Seagte 250 GB hard drive still to end up with the same problem.

I've changed CPU's and Memory sticks. I'm about to change the motherboard.

Any suggestions on what a Microsoft Approved step might be?
 
If your current Windows XP CD is pre-SP2,
create a new Windows XP CD with SP2 slipstreamed,
then perform a "clean install".

Either one of the following utilities makes slipstreaming
(integrating) SP2 into Windows XP a breeze:
