I wanna set up a router (Windows 2000) inside Virtual PC,
how can I add a second network interface in the virtual
machine?

Install 2 Nic's

In Virtual PC 2004, click Help | "Virtual PC Help", and search for the
topic "Managing network adapter availability for virtual machines".
