Services Won't Restart

[Absolutely]

I have a Win2k server and I cannot stop ANY service running. Any of them I
try to stop or restart just hang and I have to reboot the machine to get
them restarted. Nothing looks unusual anywhere and the services that don't
stop are function properly when running. Just can't stop them.
