Services hanging on startup, Perfnet log in event viewer

I have a 3 month old Dell Windows XP pro desktop running the standard
software along with Microsoft Outlook Business Contact Manager and the latest
version of Act 2005. When start or restarting the desktop it loads extremely
slow, when I immediately pop into the the system services I can see a large
number of services not start, 10 seconds later I refresh the services windows
and they'll all have completed. I have the following log in the event viewer.
Where should I start to isolate what's hanging this system?

Can't see how this helps you. PerfNet did something and recieved this error number back. It doesn't narrow it down really. The number is the byte order reversed of the data.

that particular error (perfnet) is no big deal. it's telling you that you
don't have the Server service running. Did you intend for it to run (or,
does it start up on it's own too late?). You don't HAVE to run Server, if
you're not doing filesharing then you don't need it. If you do want it to
run, it's set to automatic, and it's really lagging in getting going and
that's the cause of this error, then you do have a problem (aren't I
helpful!)

Are you connected to a network, wired or wireless? Try disconnecting them
and reboot, see if it boots a lot faster and the services start up
"normally".

If you do want the Server service to be running, the easiest way to get it
set up is run the Network Setup Wizzard. Answer its questions and it'll
fix things up.

[it is interesting that the perfnet dump is trying to take place at
startup; I typically only see this error during the "Idle Process API"
time period, which is triggered every few days only when the system is
idle].

A bit more info might be helpful.
