Can the files in C:\WINNT\ServicePackFiles\386| be deleted?

This is in an XP-Home SP2 installation.

DO NOT delete these files since they are updated versions for the XP CD. The
System File Checker requires these files as well as Adding Windows
Components from the Add/Remove Programs applet.

You could copy the ServicePackFiles folder and the contents to a CD and then
delete the folder then you will need to edit the registry to change the path
for the ServicePack Files so the OS know where they are located.

[HKLM\Software\Microsoft\Windows\CurrentVersion\Setup]
Name: ServicePackSourcePath

Double-click "ServicePackSourcePath" and enter the path to the
ServicePackFiles folder on the CD.

No, those are the updated files for the Service Pack.
If you have a problem and need to run SFC (System File Checker), that is the
source for the updated files not on the CD.
However there are many other files you can safely delete:
