Why can I not find this on my xp-sp2 pc?

WINIPCFG is not available on Windows XP. A compatible version for Windows
NT/2000/XP is available at
http://www.microsoft.com/downloads/...b4-0bfa-4065-8081-bbaebf2a5cb6&DisplayLang=en

Alternatively, you could use the IPCONFIG command from a Command Prompt.

That one doesn't work on NT based machines. Try this one, also from MS:

It is a Win9x/ME command not found in NT based OS' such as WinXP.

Open a Command Prompt and type;

ipconfig /all

There is NT version of the utility that was distributed in the NT Resource Kit but it had
bugs and it was dropped.
