Service Pack 1a does not install

I did a fresh install of XP Home and then went to install
all service packs, citical updates, etc. Service Pack 1a
was prominantly flashed as the latest SP to download. I
selected it, was informed that first SP1 would be
installed, which I proceeded to get and install. Upon
returning to the update site, I expected to see SP1a in
the update list. It was not there. I went back to the
SP1a notices, and followed the links to the SP1a
download. No luck. When the "scan for updates" runs, it
does not produce SP1a on the list. There has obviously
been confusion over this point, because an article appears
in the knowledge base about SP1 vs. 1a differences. The
1a installs a MS Virtual Machine (what does that do?).
There is a description of how to check to see if the
Virtual Machine is installed on your PC. I performed this
check, and I do not have the Virtual Machine. I assume
it does something, because this is the reason SP1a was
created. So, it appears that I do NOT have the Virtual
Machine, and cannot download the SP1a to get it. My only
conclusion is that MS has a bug in their Windows XP Update
scan routine. Can anyone shed some light on what this is
all about? Should I care about my absent Virtual Machine?

Thank you. This site looks great. Can you answer a
basic followup question...what does the VM do, and do I
need it? Will performance be enhanced (or suffer) if I do
the install from another site, than perform the SP1a
update?
